Sudan Conflict: Darfur Control Unresolved, Humanitarian Pressure Severe
Time window: Last 7 days · Audience: General analyst · Type: Situation report · DTG: 2026-08-24 22:07Z · Overall confidence: HIGH
BLUF
The Sudanese Armed Forces and Rapid Support Forces are very likely to remain in armed conflict through early September, while the RSF likely retains the broad territorial advantage in Darfur. Current control of El Fasher is not established by fresh, corroborated reporting, and humanitarian pressure is very likely to remain severe.
Executive summary
Reporting during 17 to 24 August indicates that the SAF and RSF remain at war, with the RSF holding a reported historical advantage across Darfur but no reliable current territorial picture. Humanitarian needs remain extreme: more than 14 million people have been forcibly displaced, more than 19.5 million are acutely food insecure, and nearly 33.7 million require assistance. Seasonal flooding is adding pressure. NASA recorded six thermal detections in Darfur over the two days ending 24 August, but none had high confidence and the data cannot identify the responsible actor. Education Cannot Wait announced a USD 22 million multi-year investment intended to support 200,000 children, while a report that more than 30,000 displaced people reached Al-Obeid remains single-source social-media reporting.
Change from previous assessment
Since the prior brief, the assessment now records six NASA thermal detections in Darfur over 23 and 24 August, compared with three previously recorded detections, but the attribution judgement remains unchanged because all six lack high-confidence status. A new UN-backed USD 22 million education commitment for 200,000 children has been added, with Save the Children identified as implementation lead. Humanitarian pressure remains assessed as very likely and high confidence. Confidence in continued SAF-RSF conflict is raised from low to medium because the current 2026 assessment is now supported by additional reporting that describes the war as ongoing, while confidence in current Darfur territorial control remains low. The reported US flight-ban action remains unconfirmed and low confidence. Initial assessment of the newly reported Al-Obeid displacement figure remains low because it is single-source social-media reporting.
Key judgments
- Very likely the SAF and RSF will remain in armed conflict through early September 2026. The 2026 current-status assessment is supported by an academic source and reporting that describes the war as ongoing, while major-media reporting establishes the conflict's continuation since 15 April 2023. The current-status element still contains a source gap because the most direct 2026 claim is not independently corroborated. (Confidence: medium · REPORTED)
- I&W: A multilateral, official-government or independently corroborated report records SAF and RSF exchanges or battlefield activity in Sudan. (0 to 14 days)
- I&W: The SAF and RSF each announce a ceasefire that holds, with no independently reported armed incidents between the two forces through early September. (0 to 14 days)
- Likely the RSF retains the broad territorial advantage across Darfur, but current control of El Fasher remains unresolved. Reporting records RSF control of most of Darfur by late 2023, the capture of Nyala, Zalingei, Geneina and Ed Daein, and reported capture of El Fasher in October 2025 after a siege that began in April 2024. The evidence is dated and relies mainly on major-media reporting, so it does not establish the current disposition of El Fasher or other Darfur positions. (Confidence: low · ASSESSED)
- I&W: Fresh, time-stamped and independently corroborated reporting places RSF forces in control of El Fasher, Nyala, Zalingei and Ed Daein. (0 to 30 days)
- I&W: The SAF or RSF reports a territorial reversal involving El Fasher, with independent imagery or multilateral reporting confirming the change. (0 to 30 days)
- Very likely severe humanitarian pressure will persist through 31 October 2026. Multilateral and major-media reporting places displacement above 14 million people, acute food insecurity above 19.5 million and humanitarian assistance needs at nearly 33.7 million. At least another 200,000 people have been displaced since late 2025, seasonal floods are compounding the emergency, and 81 per cent of schools in Darfur remain closed, with 5.8 per cent being used as shelters. These figures have different dates, definitions and source types, so they should not be added together. (Confidence: high · REPORTED)
- I&W: UN agencies or the World Food Programme report new displacement after 24 August or acute food insecurity above 19.5 million by 31 October. (1 to 3 months)
- I&W: UN agencies report a sustained reduction in displacement, acute food insecurity and the humanitarian caseload, alongside a fall in the 81 per cent Darfur school-closure rate. (1 to 3 months)
- Very likely the six NASA FIRMS thermal detections recorded in Darfur over 23 and 24 August will remain insufficient to attribute attacks to the SAF or RSF. NASA reported zero high-confidence detections, and its product records heat that can result from strikes, shelling, industrial fires or wildfires rather than identifying cause or actor. (Confidence: high · REPORTED)
- I&W: NASA continues to report zero high-confidence Darfur detections or repeats that the product records thermal anomalies without identifying cause. (0 to 14 days)
- I&W: A high-confidence NASA detection is paired with independently geolocated reporting that identifies a specific SAF or RSF strike at the same location and time. (0 to 14 days)
- Likely Education Cannot Wait's USD 22 million multi-year investment will begin supporting displaced children, refugees and vulnerable host communities in Sudan, with Save the Children leading implementation. The commitment is directly reported and supported by multilateral, wire-service and major-media sources, but it is unlikely to restore schooling quickly across Darfur, where 81 per cent of schools remain closed and 5.8 per cent are being used as shelters. (Confidence: medium · ASSESSED)
- I&W: Education Cannot Wait or Save the Children publishes beneficiary, funding or delivery milestones for the 200,000-child programme. (1 to 3 months)
- I&W: No implementation update appears, or Save the Children reports that insecurity, flooding or access restrictions prevent delivery in Darfur. (1 to 3 months)
- Roughly even chance the reported US action concerning a flight ban over Sudan produces a formal public measure by 23 September 2026. Al-Burhan is also reported to be discussing sanctions, but the available reporting does not establish implementation of either a flight ban or new Sudan-related sanctions. This judgement rests on a limited reporting stream and has low confidence. (Confidence: low · ASSESSED)
- I&W: The US government publishes a formal notice establishing a flight ban or related restriction over Sudan by 23 September. (0 to 30 days)
- I&W: No formal US notice appears by 23 September and no Sudanese government statement identifies an implemented sanctions package. (0 to 30 days)
Outlook & scenarios
Continued SAF-RSF conflict and sustained humanitarian pressure (70%)
This is the likely baseline. The SAF and RSF continue fighting into September, the RSF retains a broad advantage in Darfur, and exact control of El Fasher remains disputed. Displacement, food insecurity, flooding and school closures keep humanitarian needs high.
RSF consolidation across Darfur (30%)
The RSF consolidates control over the Darfur locations it reportedly captured, including El Fasher, Nyala, Zalingei, Geneina and Ed Daein. The SAF remains an armed opponent, but the absence of current corroborated territorial reporting delays wider recognition of the new front line.
Humanitarian delivery expands without a political settlement (50%)
Education Cannot Wait's USD 22 million commitment moves into implementation under Save the Children, reaching some displaced children and vulnerable host communities. The SAF-RSF war continues, so the programme improves selected services without reversing Darfur's wider school and humanitarian crisis.
Abrupt territorial reversal around El Fasher (15%)
Very unlikely, but high impact. Fresh and corroborated reporting shows a sudden SAF or RSF reversal around El Fasher, invalidating the current assumption of a broad RSF advantage in Darfur. Such a reversal would require immediate reassessment of displacement routes, humanitarian access and the reliability of current territorial reporting.
Recommendations
- For the next 14 days, maintain a place-specific control matrix for El Fasher, Nyala, Zalingei, Geneina and Ed Daein. Record the date, source type, geolocation and degree of corroboration for every reported change. Do not treat historical control claims as current disposition.
- Keep separate analytical series for internal displacement, people who fled Sudan, acute food insecurity and the humanitarian-assistance caseload. Do not combine the reported 14 million, 8.6 million, 19.5 million and 33.7 million figures without reconciling their definitions and dates.
- Use NASA FIRMS detections as cueing for further collection, not as evidence of SAF or RSF responsibility. Require a second source before assessing a thermal anomaly as a strike, shelling or other conflict event.
- Track Education Cannot Wait and Save the Children against concrete milestones: funding release, beneficiary registration, delivery locations and school reopening. Prioritise reporting from Darfur, where 81 per cent of schools remain closed and 5.8 per cent are being used as shelters.
- Treat the report that more than 30,000 displaced people reached Al-Obeid as unconfirmed until a multilateral agency, local authority or independent reporting source corroborates the figure and identifies the timeframe.
- Maintain a policy watch through 23 September for a formal US flight-ban measure and for any public Sudanese statement that converts Al-Burhan's reported sanctions discussion into an implemented action.
Confidence & uncertainty
Overall confidence is high because the core judgements on humanitarian pressure and the limits of NASA attribution rest on multiple multilateral, official-government, major-media and wire-service reports that broadly corroborate one another. The main uncertainties concern current territorial control in Darfur, the present status of El Fasher, the interpretation of displacement totals and the unconfirmed status of a US flight-ban measure. The report of more than 30,000 displaced people reaching Al-Obeid is treated as thin because it comes from a single social-media source.
