Hormuz Traffic Recovers, but the Strait Remains Contested and Fragile

Oil is moving through Hormuz again, but attacks, rival claims of control and conflicting traffic data make recovery conditional and vulnerable.

EXECUTIVE SUMMARY

The Strait of Hormuz is neither closed nor back to normal. Shipping and oil flows have risen from their lowest levels, but reported attacks, Iranian threats to enforce authorised routes and US blockade measures leave transit exposed to sudden disruption. On 11 October, UKMTO issued five further warnings, most based on late reports; separate tallies of attacks and vessels struck do not align closely enough to establish a single incident count. The reported damage is real, but responsibility for many projectile strikes remains unconfirmed.

Recovery figures tell different stories. Industry executives put flows near 80 per cent of pre-war levels, while Kpler data put crude at 8.5 million barrels per day for the week ending 7 October, about 40 per cent below normal. Transit counts are also rising but remain well below pre-conflict levels. The gap matters: the Gulf economy and global energy markets remain exposed even as some cargoes move. Near-term stability depends on whether attacks subside, traffic data converge and proposed safe-corridor arrangements acquire operational detail.

KEY FINDINGS
  • Hormuz is operating, but reported flows and transits remain below pre-conflict levels.
  • UKMTO logged a surge in warnings on 11 October, many based on delayed reports.
  • Available reporting does not establish who carried out many projectile attacks.
  • Iran and the US offer competing accounts of control, while each conditions safe passage.
  • Oil-flow estimates diverge sharply, complicating claims that recovery is near complete.
  • High freight costs and crew injuries show that risk is already reaching operators and seafarers.
